Cuatro décadas de privatizaciones de sistemas de pensiones en América Latina son también, cuatro décadas de un continuo debate sobre si el bienestar de una sociedad se promueve mejor a través de los mercados bajo un concepto de competencia y lucro o, más bien, a través de un Estado Social comprometido con los objetivos de la seguridad y justicia social, lo que implícitamente conlleva la noción de la solidaridad para poder garantizar la participación de todas y todos en el desarrollo de la vida política y social. El mercado, en este sentido, es indiferente, al entender que el bienestar sólo puede ser la suma de esfuerzos individuales, pero no una tarea de la sociedad como tal.
Un sistema de pensiones es parte sustancial de la seguridad social y garantiza la sobrevivencia de una parte creciente de la población que ya no es económicamente activa. Tal cómo en el caso de la salud y la educación y otros servicios básicos no termina la disputa sobre si estos servicios son bienes públicos o bienes mercantiles.
La pandemia de Covid-19 demostró que sistemas públicos de salud robustos ofrecen una mejor capacidad de reacción que sistemas subfinanciados con una fuerte presencia de oferentes privados con cobertura restringida. Eso vale tanto más en los países latinoamericanos, donde como mínimo la mitad de la población busca su sobrevivencia en el sector informal, la mayoría de las veces sin poder financiar su protección social.
En esta monografía Mesa Lago reúne las evidencias y el desempeño de los sistemas privados de pensiones, a partir de las promesas de sus defensores, en los nueve países de América Latina 11 que los adoptaron, analiza los resultados de las re-reformas en cuatro países y las propuestas de reforma actuales en otros dos y la situación del sistema de reparto más grande del continente. A partir de las conclusiones del análisis presenta una serie de recomendaciones que derivan de una orientación flexible y no de modelo único para una reforma que cumpla con los criterios de la seguridad y justicia social.
